Why do the Scout Programs of Adventure Scouts USA have a Scout Code instead of a Scout Law?

First of all, we have only two real laws: our Scouts safely have FUN, and everyone is treated with respect. Our Scout Programs are FUN and we avoid the word “laws” in general when describing our guidelines. Scouts follow a Code of conduct like the Knights of the Round Table, agreeing on basic rules that should be followed to ensure respect for everyone. We want our Scouts to understand a Code they agree to, rather than obeying a law they do not understand and had nothing to do with crafting.
